Social Security Scotland, an Executive Agency of the Scottish Government is implementing the largest, most complex IT programme of change since Scottish devolution. We will deliver a social security system to support the people of Scotland for decades to come as a directive mandated in the Smith Commission published in 2018.

  • C1 - Salary between £52355 - £65276

DDaT Pay Supplement

This post attracts a £5000 Digital, Data and Technology (DDaT) pay supplement after a 3 months DDaT competency qualifying period. The payment will be backdated to your start date in the role.

Pay supplements are temporary payments designed to address recruitment and retention issues caused by market pressures and are subject to regular review. This post is part of the Scottish Government DDaT profession.

As a member of the profession you will join the professional development system, currently BCS RoleModelplus.

 

Flexible and Hybrid Working

Our current way of working is by a hybrid working approach, where colleagues will be expected to use a mix of office based and remote working (working from home) depending on the requirements of the role.

 

Base office location can be in either Dundee or Glasgow.

Responsibilities

The Technical Platform Owner (Senior Product Manager) is a technical delivery role responsible for the implementation, delivery and management of a single product that is high risk and sensitive or multiple products / components depending on scale and complexity which are vital to the overall technical architecture & design solution for the devolved benefits roadmap such as: -

  • Document Management
  • Front Facing Client Systems
  • Re-determination & Appeals
  • Multi-Channel Contact Centre
  • Logging Monitoring & Alerting
  • Fraud, Debt & Error
  • Local Delivery
  • MI & Reporting
  • Integration
  • Payments

Reporting to the Platform Delivery Manager, the Technical Platform Owner will be responsible for the evaluation, options appraisal, supplier selection and successful delivery of technical components that will underpin the delivery of the Social Security Agency.

 

The Technical Platform Owner will own the following priorities:

  • Engagement with benefits product owners to ensure business requirements and cross cutting alignment is factored in to option appraisals
  • Collaborative engagement and build strong working relationships across the Chief Digital Office branches and key stakeholders to ensure alignment of a service provision to meet the needs of Scottish citizens
  • Provide technical oversight to identify and procure the strategic common components including cross government engagement, technical planning and security risk that align to the Chief Digital Office Strategy
  • Transition products and components into a live service operation ensuring that service design documentation is in place and underpinned by appropriate support and maintenance arrangements
  • Production and validation of Option Appraisals and Outline / Full Business Case documents to support Social Security Programme investment decisions
  • Undertake initial assessment of technical discovery solutions including services which may already exist in the Scottish Public Sector or wider UK Government landscape

  1. Experience of project management with a successful track record of delivering effective IT Solutions through all stages from procurement, implementation and operational delivery.
  2. Experience of managing internal and external ICT delivery partners through system development lifecycles.
  3. Experience of managing multi-disciplinary IT Teams for example in-house resources, working alongside specialist IT contractors, e.g., solution architects or information security architects.

Desirable Skills

  • Experience of delivering to Minimum Viable Product (MVP) methods for large-scale solutions to support business capabilities.
  • Have experience of digital public service delivery (enterprise scale)
